In the 2008 UK Research Assessment Exercise 'Politics and International Studies' unit of assessment, the Robert Gordon University was:
- top new university in research in the UK
- in the 'esteem' category, 100% of our submission was rated as 'internationally excellent' - one of the strongest results in Scotland.

I am Professor of European Public Policy, and teach EU and UK public policy. I also teach curricula material on 'Interest Representation in the EU' at the College of Europe, where I am a visiting Professor.

My research specialism is EU interest representation, on which I have led twelve book projects including 'Inside the EU Business Associations' (Palgrave, 2002), and 'Interest Representation in the EU.' (Palgrave Macmillan, 2007). European Commission Vice-President Neil Kinnock described the first (2003) edition of this latter book in his speech to the launch event as "Well informed and perceptive, a very accomplished book which really does add to the sum of knowledge about, and understanding of, the way that Europe really works". A Polish language edition has been published through the European Institute in Lodz.

The second edition of the book was published in 2007(click on link immediately below). As well as being fully updated and revised throughout so as to maintain its uniqueness as the only coverage of all segments of organised civil society, some chapters have been substantially re-written, and a new chapter focuses on the role of organised civil society in the democratic legitimacy of the EU.

Current Academic Research

My current research focuses upon the rules and procedures of engagement for organised civil society with political institutions and the ways in which these impact upon legitimacy, with recent ouputs on this topic including;
* an article accepted (2010) for publication in Comparative European Politics (Palgrave Macmillan) on 'the European Transparency Initiative: between liberal and deliberative modes of democracy'
* a book chapter on 'Regulating NGO participation in the EU' for an edited collection on 'Evaluating Transnational NGOs: Legitimacy, Accountability, Representation'(Palgrave Macmillan, 2010)
* an article published in the British Journal of Political Science (Cambridge University Press)(37:2, April 2007)

* a book chapter in a collection on 'Governance and Civil Society in the EU' (Manchester University Press, 2007)
* a book chapter in a collection on 'Transnational Activism in the the UN and the EU' (Routledge, 2008)

* a book chapter (co-authored with Alasdair Young, University of Glasgow)comparing the EU and US systems of interest representation (Oxford University Press, 2005)
* analysis of methods of EU public policy consultation for the EU-China Project, funded by the European Commission's external cooperation framework with China (2006), which will ultimately be used to support the development of public consultation in China. I was invited by the project to present in China in 2009.

I've recently been looking at whether the Brussels regional offices are - or can be - agents of wider civil society or of particular types of interests. This will appear in a forthcoming special issue of the Journal of European Integration for a collection of articles comparing territorial and functional interest representation; the journal special issue was awarded for a collaborative proposal presented by Michele Knodt, Christine Quittkat and I.

Some of the above work is included in curricula material designed/delivered in Masters teaching programmes and in professional training contexts in UK and EU oriented venues.

My work in bringing academia to practice (documented below) has included providing expert input to the UK Neill Committee (Standards in Public Life); the EU-China Trade Project (joint initiative of the European Commission and Ministry of Commerce of the PR China); the European Economic and Social Committee; the UK Trade Association Forum (and onwards to the UK Department for Business, Enterprise and Regulatory Reform); EU associations, the European Citizen Action Service, and the European Programme for Integration and Migration; and through teaching and professional training programmes, including Diplomatic Skills Training for the European Commission. I was also invited as an expert presenter for a European Parliament hearing. See 'Research and Professional Appointments' below.

Research & Professional Appointments, etc

I completed a 12 year stint in 2009 as the Research co-ordinator for my Department, where we were the top performing 'new' UK university in the Politics and International Studies field in the 2008/9 Research Assessment Exercise in the proportion of research rated to be of international excellence, and achieved a 100% 'international excellence' rating in the 'esteem' section.

I Chaired the UK Economic and Social Research Council (ESRC) Advanced Quantitative Methods Assessment Panel in 2009, having served as a member since 2006. I served on the 2005 ESRC Major Recognition Exercise Subject Assessment Panel for Politics to assess institutional applications for quality recognition.   

In autumn 2008 I completed a review for the Training and Development Board of the UK Economic and Social Research Council (ESRC) of their Advanced Quantitative Methods (AQM) Enhanced Stipend scheme, designed to develop the capacity of the future social science community in quantitative methods. They used this to re-design the rules of the AQM regime (notified to institutions by ESRC in February 2009).

I've recently completed a review of the EU framework for trade associations to be included in the 'Voice of British Business' report for the UK Department for Business, Enterprise and Regulatory Reform.   

I have supervised 10 PhD students through to completion, and am currently supervising two others. We have full ('1+3') ESRC recognition for PhD Student training in the politics subject area (f/t, p/t and 'CASE' modes) - the only university in the region with recognition in all 3 categories in politics.

I have served on the Editorial Advisory Boards of the journals:
- Business & Politics (Carfax/bepress)
- Journal of Public Affairs (Wiley),
- Cosmopolis (Agora)
and as Editor-in-Chief of the journal 'Current Politics and Economics of Europe', 1997-2002.

Previous external examinership appointments have been at the University of Durham (MA European Integration), University of Limerick (Public Administration programmes), and for PhDs at the London School of Economics, and the Universities of Bath, Exeter, Kent, and Sussex.

I was the founding Convenor of the European Consortium for Political Research Standing Group on European level Interest Representation studies (500+members), and am a past Convenor of the International Political Science Association Research Group on Politics and Business (300+members). I have also served as Vice-chair, European Thematic Network on Public Administration.

Civic work has included membership of: the Board of a Citizens Advice Bureau (as Vice-Chair), a Council for Voluntary Service, and 3 local Church Councils/Committees.

I have given oral evidence to UK Neill Committee on Standards in Public Life on the regulation of lobbying. I was appointed Expert Adviser to the EU Economic and Social Committee (Group 1) to help draft the ESC position on the White Paper on Governance. I have served as a member of the UK Trade Association Forum (CBI) annual Final Awards Judging Panel for most years since its inception in 2003. The TAF originates from governmental recognition of the inherent difficulties of collective action arising from the natural fragmentation of stakeholder constituency interests and organisation, and I have contributed research based perspectives on trade association governability.   

I have attracted research and consultancy income from the European Commission, the UK Economic and Social Research Council, the British Academy, Carnegie Foundation, companies and trade & professional associations. I co-hosted a Conference Series on EU trade associations with 6 large events between 2000-6, with speakers from organised civil society and EU political institutions.   


Public Debate:

I participate in public information events on the EU, and as a contributor to public broadcasting in a number of countries inside and outside the EU.
